Howard Pifer advises companies in electricity and other energy and metals sectors on a wide range of economic, antitrust and competition, environmental, and financial issues. He specializes in the rigorous analyses of corporate strategies and public policy. He has provided expert testimony before federal and state courts; numerous domestic and international arbitration panels; both houses of the U.S. Congress; U.S. federal and state regulatory agencies; and executive agencies, legislative committees, and regulatory agencies in Australia, Canada, Hong Kong, New Zealand, Norway, Singapore, Spain, and the United Kingdom.
Dr. Pifer was the founder, chief executive officer, and chairman of Putnam, Hayes & Bartlett, Inc. (PHB), and board chairman of its successor firms, Hagler Bailly and PHB Hagler Bailly. Prior to founding PHB, he was a faculty member at Harvard Business School, where he taught courses in managerial economics, decision analysis, finance, computer-based systems, environmental analysis, and corporate planning.
