Juan Delgado

Juan Delgado is the former chief economist of the Comisión Nacional de los Mercados y la Competencia (CNMC), Spain’s independent competition regulator. Dr. Delgado has more than two decades of experience as an economic expert on a range of antitrust, competition, intellectual property, and damages matters. He has testified before commercial courts in Spain and Italy, the national appeals court in Spain, and in arbitration courts in Madrid. His expertise includes climate and energy issues, digital markets, and technology. Who’s Who Legal has recognized Dr. Delgado as a leading competition economist.

Dr. Delgado has served as an officer at competition authorities and regulators such as the European Commission’s Directorate-General for Competition (DG COMP) and the Comisión del Mercado de las Telecomunicaciones (CMT), Spain’s telecommunications commission. He has also consulted on the economics of public policy and competition to the World Bank, the Organisation for Economic Co‑operation and Development (OECD), the Inter-American Development Bank, and the Asian Development Bank.

Dr. Delgado has published articles in academic, policy, and law journals. His research has appeared in the Antitrust Chronicle, the Journal of Antitrust Enforcement, European Competition Law Review, the Journal of Industrial Economics, Economic Theory, and the Journal of Economic Theory, among others.

Dr. Delgado was a research fellow at the Brussels-based think tank Bruegel, where he researched topics related to antitrust and competition, single market policies, and market regulation. Previously, he studied electricity market design as a research fellow at Harvard University’s Kennedy School of Government.

As a lecturer at the Universidad Carlos III in Madrid, Dr. Delgado teaches graduate courses on competition policy, industrial organization, and the economics of climate.
