Gregg Meyer is an expert in healthcare delivery systems, value-based healthcare, and population health management, with over thirty years of experience as a physician, professor of medicine, and health system executive.
As an expert witness, Dr. Meyer has testified in depositions and at trial. With extensive experience as a practicing physician, hospital system administrator, professor of medicine, and healthcare researcher, his expertise spans healthcare quality measurement, health insurance, hospital operations, vertical integration, physician incentives, and contract negotiations.
Health system executive leadership and value-based care
Dr. Meyer has extensive experience as a health system administrator. Most recently, he held concurrent senior positions at the Mass General Brigham healthcare system in Boston, Massachusetts. As president of the Community Division, he oversaw strategy and operations for multiple Mass General Brigham hospitals, home care services, and physician groups.
As executive vice president of Value Based Care, Dr. Meyer integrated Mass General Brigham’s health insurance organization and its Population Health Management initiatives across the system’s academic medical centers, community hospitals, primary care physicians, and ambulatory and urgent care sites.
Dr. Meyer has also served as the medical director of the Massachusetts General Physicians Organization (MGPO), one of the largest multi-specialty medical groups in the United States.
Previously, Dr. Meyer directed the Center for Quality Improvement and Patient Safety at the Agency for Healthcare Research and Quality (AHRQ), part of the U.S. Department of Health and Human Services (HHS). At the AHRQ, Dr. Meyer articulated federal quality agendas and coordinated safety research across governmental entities. He led a demonstration program at the Centers for Medicare & Medicaid Services (CMS) for vulnerable Medicare beneficiaries, which the Congressional Budget Office recognized for improving quality and generating system savings.
A former colonel in the United States Air Force and active-duty medical corps officer, Dr. Meyer has served as director of the Division of General Medicine at the Uniformed Services University of the Health Sciences.
Healthcare research, publications, and professional service
In his research, Dr. Meyer has studied how to measure and improve healthcare quality and has developed novel “pay for performance” payment approaches. He has also addressed topics related to medical workforce modeling, physician education and training, bias in medicine, hospital quality measures, and various studies on the effectiveness and outcomes of medical procedures.
Widely published, Dr. Meyer has authored or coauthored over 100 articles, editorials, chapters and monographs. For nearly thirty years, he has served as a reviewer for leading medical journals, including the New England Journal of Medicine, Health Affairs, the Journal of the American Medical Association, and Annals of Internal Medicine.
Dr. Meyer has served on numerous national and international committees related to healthcare quality and safety. His board memberships have included the World Health Organization’s (WHO’s) Scientific Peer Review Group on Health Systems Performance Assessment, several roles on the Joint Commission on Accreditation of Healthcare; and the Medical Policy Board of the National Aeronautics and Space Administration (NASA).
