Cornerstone Research consulted on competition in and regulation of the telecommunications market in California.

As part of proceedings before the California Public Utilities Commission (CPUC), Cornerstone Research consulted on competition in and regulation of the telecommunications market in California. Charter Fiberlink, Comcast Phone of California, and Time Warner Cable Information Services (California) retained Michael Topper of a Cornerstone Research. Dr. Topper analyzed data and information for the CPUC to use in determining whether wireline voice service rates in California were just and reasonable.

In both written and oral testimony at a live hearing at the CPUC, Dr. Topper opined on the appropriate analytical framework to evaluate competition in the market for wireline voice services. He also opined on whether competition was effective in constraining prices and market power by evaluating the choices consumers have and the prices they pay for voice products and services in California.
