On behalf of Duke Energy, Cornerstone Research analyzed the expert testimony submitted by the California parties (i.e., Pacific Gas and Electric and Southern California Edison). This analysis was used to support the testimony submitted by Duke Energy to FERC, which addressed the allegations of economic and physical withholding, bidding above marginal costs, “Enron-type” trading strategies, coordinated behavior with other market participants, and Duke’s refund obligation.
