Ryan Williams is a financial economist with more than two decades of experience spanning senior roles in government, economic consulting, technology and data analytics, and academia.

Dr. Williams has consulted on matters involving energy, mining, retail, technology, telecommunications, and utilities in jurisdictions across Europe, North America, and South America. He applies causal econometric modeling, machine learning algorithms, and microeconomic framework design to evaluate market behavior, risk management, and network infrastructure in various litigation and regulatory contexts.

Dr. Williams is a nonexecutive director of the Regulatory Policy Committee, the independent regulatory scrutiny body for the UK Parliament. He evaluates the economic and regulatory impacts of proposed legislation, with a specific focus on artificial intelligence (AI) initiatives and policy.

Expert testimony in commercial litigation and international arbitration

As an expert witness, Dr. Williams has provided testimony in commercial litigations, as well as international arbitrations involving sovereign governments, multinational corporations, and franchise networks. He has provided testimony before competition courts and arbitration tribunals on matters involving intellectual property (IP), contract disagreements, patent claims, state aid evaluations, and asset valuations.

Academic research and teaching in financial economics and valuation

Dr. Williams has published his research in prominent peer-reviewed finance journals, including the Journal of Financial Economics, the Review of Financial Studies, and the Journal of Financial and Quantitative Analysis. He serves as the editor of the Journal of Technoeconomics and is the former editor of the InfraGard Journal, an academic publication on infrastructure security sponsored by the Federal Bureau of Investigation (FBI), in support of the Department of Homeland Security’s critical-infrastructure protection mission.

Dr. Williams speaks extensively on economics and finance topics, delivering numerous international research presentations and invited talks across North America and Europe.

Recognized multiple times for teaching excellence, Dr. Williams has made valuation the foundation of his work in higher education. He has taught courses in financial valuation, econometric modeling, and corporate finance at universities in the United States and Europe.

At Imperial College, Dr. Williams teaches the valuation of renewable energy and cleantech investments to executive M.B.A. and master’s students. Previously, he was a professor of finance at the Université Paris Dauphine-PSL and a tenured professor at the University of Arizona, where he formulated an award-winning course in financial valuation. He has also taught at Georgia State University and has held research fellowships at The Ohio State University.

Industry experience in clean technology, software engineering, and data analytics

Before joining Cornerstone Research, Dr. Williams served as chief economist for a UK-based cleantech company focused on electricity grid hardware and software. He oversaw the design of market systems allowing software to integrate and transact with physical hardware, as well as machine learning and AI algorithm development, data automation, and data analytics.

Earlier in his career, Dr. Williams worked as a software engineer and, subsequently, as a financial statement auditor for international corporations at PricewaterhouseCoopers (PwC).
