David Chan is an economist specializing in healthcare and life sciences, as well as an internal medicine physician. He is a professor of economic analysis and policy at the Haas School of Business at the University of California, Berkeley and a practicing physician at the U.S. Department of Veterans Affairs (VA).
In his research in health economics, labor economics, and organizational economics, Professor Chan analyzes how information and the workforce impact healthcare decision-making and outcomes. He also studies issues related to healthcare delivery and health insurance access, quality, and cost; provider decision-making and behavior; healthcare quality and safety; hospital costs and redundant testing; patient sensitivity to health plan prices; and medication adherence.
Professor Chan’s articles appear in leading economics and medical journals, including the American Economic Review, British Medical Journal, Journal of Political Economy, Quarterly Journal of Economics, Econometrica, and the New England Journal of Medicine.
Professor Chan has served as entrepreneur-in-residence in the White House Office of Science and Technology Policy; as staff fellow in the Center for Drug Evaluation and Research at the Food and Drug Administration (FDA); and as medical device fellow in the FDA’s Center for Devices and Radiological Health. Before joining the faculty at the Haas School, Professor Chan was an associate professor of health policy at Stanford University. He also previously taught medicine at Harvard Medical School.
Professor Chan’s research has earned him several prestigious awards. He received the American Society of Health Economists (ASHEcon) Medal, which honors an early-career economist for significant contributions to health economics. He also was granted the National Institute of Health Care Management (NIHCM) Research Award and the NIH Director’s High-Risk, High-Reward Early Independence Award to fund his study on the optimal balance of information in health information technology for patient care.
At the VA, Professor Chan codirects the Quality Enhancement Research Initiative (QUERI) Center for Policy Evaluation. He is also a research associate at the National Bureau of Economic Research (NBER) and a member of CESifo, a global independent research network based in Germany.
As an expert witness, Professor Chan has been retained in healthcare matters involving class certification and antitrust issues. In life sciences cases, he has provided expert opinions in matters alleging product liability and false advertising. He has submitted expert reports and testified in depositions.
